It is no longer necessary to dwell on the description of the “Return to sources” initiated by the OFII (French Office of Immigration and Integration) and the AAAS, implemented by the FADF in Armenia for already 10 years. The main objectives of the project are facilitating the voluntary return to the country of origin of Armenian migrants who are in irregular situation in France and accompanying their social and economic reintegration on site.

The number of people who benefited from the vocational training offer during the same period was 3.

Support for reform of special educational institutions in Armenia

This is an initiative launched by the FFAD in partnership with the charitable Foundation “Saint Sarkis” and the AAAS (Armenian Association of Social Aid) to accompany the Armenian Government in the implementation of its project of “Reform of Special Educational Institutions”.

In this context, the partners are committed to developing and submitting to the Armenian Ministry of Education a dossier that addresses the organizational, financial, methodological and legal aspects of the process of transforming the Republican Educational Complex N 1 into a School Resource Center. Improving educational services for children with behavioral disorders will also be in the main topic of their proposals.

A first discussion around the outline of the file and the topics took place on 27 November, in the premises of the educational complex N1. The meeting brought together all the actors in the field: representatives of the Ministries of Education and Science, Employment and Social Affairs, regional public service specialists for family, women and children, local and international NGO representatives in the area of child advocacy, which led to fruitful exchanges. The advances in the design of the final file will not take long!

A guide for civil society organizations

The guide published in 2015 following the project “Strengthening Civil Society in Armenia” (CSRA) – launched by the AAAS (Armenian Association of Social Welfare) in October 2014 in partnership with the charitable Foundation “Saint Sarkis”, it was created by the FFAD and contains useful information for any civil society organization working in the country, especially the ones that are taking their first steps in the field.

The subjects covered topics as the design of the strategic plan, the project development, implementation and management. The Armenian version of the designed book is available free of charge at the FADF office in Yerevan and has also been distributed in the regions.

Child Protection Index in Armenia

On April 12, 2016, after piloting the Child Protection Index in nine countries (Albania, Armenia, Bulgaria, Georgia, Serbia, Moldova, Kosovo, Bosnia and Herzegovina and Romania), a team of experts gathered again to improve its methodology and the indicators framework.

The workshop in Belgrade was dedicated to reevaluating the Child Protection Index main frame with focus on UNCRC articles and discussing the improvement of this powerful regional instrument by the experts worked on collecting data for the pilot.
ChildPact has decided to develop a Child Protection Index to identify needs and gaps in child protection systems. The pilot phase of the Child Protection Index showed that the situation of child protection is far from being ideal. The data collection experts who participated in the pilot phase were faced with a huge gap between legislation and implementation.
A quick glance at the preliminary results showed that the Armenian legal system regarding child protection is very comprehensive. All international child protection instruments are ratified, but legal provisions are rarely put in practice.
The CPI is likely to become a very useful tool for orienting the lobbing strategies on specific issues and advocating for better policies to protect vulnerable children. Fighting for improvements in certain areas will be easier due to the clear picture at the national level, but also because we will be able to make comparisons with the neighboring countries. This opens the way to a healthy competition between countries and this is one of the most important added values of the Child Protection Index.

AAAS experts improve geriatrics in Armenia

For four days, from April 27 to 30, about 50 Armenian specialists took part in the training on geriatrics provided by two AAAS experts: Vasken Meldonian, General Director of AAAS and former Director of the Armenian residence of Montmorency, and Raffi Garabedian, director of the retirement home l’Églantier in Gonesse, both run by the AAAS.
The training was held in cooperation with AAAS and the EU’s Targeted Initiative for Armenia (TIA) project, with the participation of the Armenian Ministry of Labor and Social Affairs. The main aim of the initiative was to promote the rights of older people in local retirement homes through improvement of the quality of professional care and rehabilitation services.
Management of care facilities and organization of services, geriatrics and care of the elderly: the training designed around these two main topics involved a fairly broad target group including executives, employees and employees of seven retirement homes (including four public and three private ones), as well as representatives of NGOs active in the field (Mission Armenia, Armenian Caritas, etc.).
The experts in the field presented the approaches in geriatrics and gerontology in France, the mechanisms implemented in French retirement homes to improve the quality of provided services and the well-being of residents. The testimonies of the participants allowed them to also be aware of the current state of affairs in the field in Armenia.
“We are really impressed by the work done in Armenia in the field of geriatrics. We also learn from local specialists. Indeed, the difference lies in our financial means and our possibilities but not in the care services, the attention and the warmth against to the residents, Mr. Meldonian and Mr. Garabedian noted at the end of their visit to two retirement homes in Yerevan”.
